  I would suggest that if someone has enough clout to get kapur a 
  guest account at a site with net.nlang.india *and* on arpanet
  then he can use remote login (from kapur@ge-crd.arpa) to post
  news bulletins directly.Also ,surely he deserves access to
  net.nlang.india.
