The mall owner's *do*, in fact, let anyone in. And they *don't*, in fact, require them to do anything in particular there. Furthermore, as I noted in text Andrew saw fit to ignore, the owners don't have to let anyone do *anything* they want; they have a perfect right to prevent activities which interfere with their intended uses.
