I think you are being too lenient towards the Enquirer, considering how the Enquirer is edited. If the Enquirer prints that grass is green, it's a lie! In fact, everything in the Enquirer is a lie, even if it's true. The Enquirer's business is to entertain, and not at all to inform. (The "legitimate" newspapers manage to accomodate both functions, albeit unequally.) It's a wry commentary on the nature of literacy that _most_ of the reading done in the world is for entertainment.
