I think the Doctor does possess this same sort of ability-- for example, Doctor #4 used hypnosis-like powers of persuasion several times on Sarah Jane. Time Lords do appear to be at least somewhat telepathic; this probably augments the effect of an exceptionally strong peronality like the Doctor's or the Master's when they attempt to influence someone.
