Summary: 

I have a Sanyo 7250 (el-cheapo) Super Beta which exhibits picture flagging
on the *very* top (about 15 scan lines).  My Sony's do not.  Am I correct
that this can be adjusted?  Or will the service person just say -- sorry,
get a new TV....
