It doesn't have to be complete. OMNICOM in Vienna, VA have an ANS.1 compiler as does Retix in Santa Monica, CA. I don't know anything about how good they are, but both claim that their OSI software is written in portable C. Retix also has several UNIX implementations including a 4.2 BSD version.
