Summary: No need for new tools 'mar' and 'unmar'

The suggestion was made to write new tools 'mar' and 'unmar'
(for mail-archive).

How about using the software tools 'archive' as a way of sending
things around the network.  It already exists,
(in several languages), gives file names and character counts, and checks
for existing files before overwriting them.  Seems like it covers most
of the ground of most the SHAR archives I've seen.
