Shaving has never produced much of a problem, if done with VERY sharp razors,
lots of shaving cream, and a lot of patience (and baby oil afterwords).

The third day after the shaving, when the stubble starts really itching, makes
you wish you had never done it. Three weeks of itching and irritation isn't
worth it in my opinion.

A compromise is a well done trim.  Be careful not too cut too short, or you 
will have the itching to deal with.  Most long pubic hair is pliable; most
short pubic hair resembles steel wool in its ability to penetrate skin and
clothing.
