The Soviet Union would in fact be delighted if the U.S. dropped an A-bomb on Libya. There is nothing they could do, and few things we could do, which would do more to alienate us from our European allies. Wavering countries all over the world would move one step closer to the Soviet camp (neutral instead of allied with us, allied with them instead of neutral). It could well be the turning point of the whole Cold War. But they would *not* respond by launching a strike against the U.S. They are no more suicidal than the next man.
