If by chance Maggie finds any person or organization responsible for organizing, supporting, or selling arms to the IRA, then she has the right to take whatever police action she feels is necessary to stop those terrorist actions. If this person or organization is in the United State, then it would probably be more appropriate for Maggie to ask the US government to take police action on her behalf; I'm sure the US government would be more than happy to comply. -- gregregreg
