I think I've heard that they have a much worse alcohol problem than we have. Must be something about living in a totalitarian state. The Mideast problem is really a drug problem in disguise. (Didn't fool you though.) The Cold War ... Yup another drug problem. Nuclear Proliferation, Pollution, Child Abuse, Unemployment ... Nope, all these are just cleverly disguised drug problems. You sound like the guys who collect alcohol statistics. A guy skids out on a patch of ice and totals his car. 0.00% blood alcohol but he's got a case of empties on the floor he's been meaning to bring back for the deposit.
