Somebody did, for a while. The Ampex keyboard I use (peculiar in other ways and no longer in production) has no dedicated function keys, but has a pair of PROG keys (PROG A and PROG B) flanking the space bar. By themselves they do nothing (just as well, considering the location!), but they shift the numeric keys to function keys -- two sets, A0-A9 and B0-B9. The sequences to be sent are fully programmable.
