This seems to come up once every month or two; my *very* limited knowledge
spans only a signle *commercially* availble Pascal to C translator.  It is
$$$ (I don't know exactly but around $5K comes to mind) and specifically
designed to work with Silicon Valley's Pascal - especially their string
extensions.

Disclaimer: I worked for them on a completely different project.  Their primary
