On a CB/UNIX 2.3 system (don't ask if you don't know) I work on
we have a program called ctoe that takes a C language declaration
and prints an English language version.  It's not particularly
user friendly, but gets the job done.

Ctoe runs on a pdp11/70.  Rules at work, and not having access to
the source code for this program prevent me from posting it.
I can't distribute the executable, except to AT&T.  If your
interested, drop me a line.

If anyone has a similar public program they can share, please do.
