Eric Allman's SENDMAIL papers raise a lot of storm signals regarding
sendmail.cf maintenance. The Installation and Operation Guide says
a future plan is to develop a compiler for the cf.  Has that happened
yet?

I'm interested in this because I need to impose Fascist control (ala usenet)
on off-site mailings.  Is the cf the right place to do this?
