The easiest solution I can think of is to lower the cost to Z in your
uucpmap entry. Alternatively, if you are running sendmail, you can
use something like this to give priority to your directly connected sites.

FU/usr/lib/uucp/L.sys
# this will put the names of directly connected sites into the U macro

.... (skip to Ruleset 0 )
# deal with local uucp connections
R<@$=U.UUCP>:$+		$#uucp$@$1$:$2			route addr
