Moving this list to AI shook loose a number of bugs, probably within the
timing of the ITS address resolver rather than inside COMSAT.  This sad
situation is being worked on.  Until it is corrected, HEADER-PEOPLE is
moved back to MC, which being a KL runs faster than AI (a KS)..
