to hang up and resurrect the phone "manually" within *DOS*, you can issue 
the commands from within a batch file (a sample "HANGUP.BAT"):

ECHO OFF
ECHO HANGING UP MODEM
ECHO ATH > COM1:                              /* OR COM2:
ECHO DONE!
