net.micro.mac is appropriate, simply 'Subject: Technote X.X'.

I would also like to get a machine readable form of all the past
technotes, too.  Or in ANY form.

C'mon, Apple.  Atari is very active on the net.  It is very tempting
to junk my Mac for something that's supported...
