In answer to the questions about "personal details" and the french
control of their electronic transmission:

(1) A "personal detail", in this context, is a french letter.  Used.
Until used, it is considered impersonal.

(2) No, I don't know how you would manage the electronic transmission
of one of these things across french borders.
