Unfortunately, you have overlooked something. cpio -...c for reasons that are not entirely clear to me, places a NULL at the end of the file name. This fact alone makes it useless for most mail traffic because many systems will remove the NULL. If cpio had only left out the NULL, you would have a portable archive.
