I need to have a way of maintaining a database of system news which
notifies users at login time if there is new news that they should read.
The system should allow users easy access to the news and it should make
the job of maintaining the news database easy too.  Is there a de facto 
standard?  I am running 4.2BSD on VAXen780's.  Could someone tell me
how to get a hold of the code if it exists?  Thanks.
