You need to run VMSINSTAL using the the PASSTR032 saveset on the
PASCAL distribution.  That creates a new STARLET.  You should have a
copy of 'Installing VAX PASCAL' (order no. AA-J181F-TE) - that
tells you how to build STARLET.
