	Is there any way to set the characteristics on a terminal known only
	by a file descriptor in VAX C (we have version 2.0)?  How about a
	way to flush a terminal's type-ahead buffer (given the same
	constraints)?

	What I'm looking for is something to simulate UN*X's ioctl() functions
	in a ported piece of code, while not having to stoop to explicitly
	using the system services.
