   A problem I have run into in using VMSINSTAL when there are users
on the system is that if a user is using HELP and the product I'm
installing modifys HELPLIB, the installation aborts.

  I've always been able to just DO IT AGAIN, but this causes me stress
which I don't need.  We reserve 3 hours a week for system maintaince,
so that's when I do my INSTALlations.

  The above applies to layered products.  For VMS updates, the system is
always rebooted (or has been in the past), so why let users on only to be
rudely kicked off at the end of (or during) the update?
