We will have as many as 20,000 accounts enabled only 7,000 of which will ever be used. I assume there's a performance consideration involved such that one would want to consider an alternative to having many unused accounts in the UAF. Since TOPS-20 could only support 12,000 users we developed a scheme of creating a user from a database when he first logged in.
