	Well, here's another addition of YAVB (Yet Another V4.4 Bug).  It
seems that the SET RIGHTS_LIST command doesn't allow you to change the
rights list of another user on the system, no matter WHAT privileges you
have.

	Here's a typical scenerio:

$ show users charette
          VAX/VMS Interactive Users
            5-JUN-1986 12:40:36.26
    Total number of interactive users = 10

 Username     Process Name      PID     Terminal
 CHARETTE     1.21 Gigawatts! 00000F63  TXF4:          

$ set process/privilege=(CMKRNL,WORLD)

$ set rights/id=f63/enable management
%SYSTEM-F-NOCMKRNL, operation requires CMKRNL privilege

$ show process/privileges

 5-JUN-1986 12:41:21.77                      User: DUGAL       
 
Process privileges:
 CMKRNL               may change mode to kernel
 SETPRV               may set any privilege bit
 TMPMBX               may create temporary mailbox
 WORLD                may affect other processes in the world
 OPER                 operator privilege
 NETMBX               may create network device
 
Process rights identifiers:
 INTERACTIVE
 LOCAL
 MANAGEMENT                              resource
