Some IP protocols have only 8 bit port numbers (for example, RDP and HMP). Any general solution might think a bit about how to handle these beasties (RDP was spec'd after TCP and UDP, so there is no guarantee that new protocols will abide with the 16 bit port size unless Jon has decided to be more demanding on protocol designers).
