Several of us are writing a short report on the relative merits of
purchasing VLSI CAD software tools vs. developing them in-house.  We
intend to share this report with our CAD software management and with
the management of our microelectronics department.

Can anyone point us to articles which present useful comparision
criteria or case studies of this issue?  Comments based on your own
experience will be helpful also.  We'll be glad to share the responses
(unless the respondent asks otherwise).
