The service these companies provide is the duplication service; and in some cases, providing some level of documentation (or description, or indexing) for the software. Some also weed out duplicate copies or obsolete versions. Granted, this software is also available on bulletin board systems, but for some people, the convenience of ordering vs randomly searching through a bulletin board is worth the small price.
