IT WAS THE CONTROLLER!!! Evidently, the write track command (used exclusvely for formatting) was bad. I used a friend's computer to prove it. I did have two controllers, and must've gotten confused when I tried them out. Formatting worked in basic once, but not again. That's because I had used the good controller while in basic but not OS9. I did get some mail about bad extra DOS ROMS being a possibility.
