Take some of your mother's old stockings, a ratty old throw pillow, a couple of styrofoam balls (3" diameter), 6 pieces of pipe cleaner, and a black felt-tip marker, stick them all in a clothes dryer, and you'll end up with at fairly good replica of Bill. Test it out by standing it up in front of a real cat.
