"B" news (latest version: 2.10.3) only sends ONE copy, if the poster sends
a message to multiple newsgroups (as opposed to running postnews multiple
times, once per desired newsgroups).  In other words, if you READ it only
once, that is because it was SENT only once.

My understanding is that "notes" has some problems with multiple newsgroups
however.  However, this only "notes" sites, since notes will not allow you
to cross-post normally anyway.

The REASON that quoting became popular is that 1. messages are sometimes
lost, 2. responses sometimes arrive after the original has expired. and
3.  Responses sometimes arrive BEFORE the original.  Until the USENET
reliability issue is addressed, no referential scheme will work.
