As of the mid-July postings, net.announce.newusers will go away in
favor of mod.announce.newusers.

Site admins: please include mod.announce.newusers as the FIRST newsgroup
in your system "active" file so new users will see the articles there
first.  Also, when you install 2.11 news (in August), please put
mod.announce and mod.announce.newusers as default newsgroups,
and mod.announce as a mandatory newsgroup.
