There are so many horrendous mistakes in this article it would take a month to straighten it out. Suffice it to say I simply hope no takes it seriously, he tries to state things as if he knows what he is talking about, but he doesn't. Perhaps he could post his article to INFO-C or net.lang.c and find out how far off it is on almost everything.
