The formulae for computing the size of system databases are in the
Internals manual, chapter 26.  To compute the size of the area devoted
to balance slots, take the size of one balance slot (calculated by VMS
from SYSGEN parameters and global constants and stored at global
location SWP$GL_BSLOTSZ) and multiply by BALSETCNT.
