One might start with a paper that appeared in the IEEE Communications
Magazine (March 85) and the IEEE INFOCOM '85 Conference.  The title is
"The DARPA Internet Protocol Suite", the author is B. Leiner.  Another
paper is "The DoD Internet Architecture Model" by Cerf and Cain in
Computer Networks of October 1983.
