Fundamental problems (like education at the K-12 level, especially in lower-income neighborhoods (which are disproportionately non-white) must be solved. Otherwise, any other remedies are doomed to failure. Example: blacks attend lower quality K-12 schools than whites do. They will thus be less able than whites to attend colleges and universities. If a college admits blacks who do not meet their regular standards, they will flunk out due to their insufficient K-12 education. The only solution is to provide blacks the opportunity to attend schools which are as good as the ones whites attend (admittedly not a simple task).
