Have your friend check out "Home Computing" magazine as it's dedicated to the TI-99/4a, Cmdr. 64, Apple ][(?), and other "home" computers. The TI machine has since been orphaned by TI (October '83) but the number of owners is quite large and the number of active user's groups is still very high.
