Most PD software does arrive in Europe after half a year or so, the problem is that it is distributed commercially, one example: 10 SS disks for $70 (the disks tend to be a bit flaky, so you don't get very much for your money). What I would suggest is, that every few months you send a couple of diskettes with the latest PD programs on them to ATARI Germany (or to a user group) and they make them available in some form (which does not mean they actually have to distribute them, just put them on a BBS or so).
