Can anybody tell me when this file came into being and if the SYSBOOT still
takes it from SYS$SYSTEM under V4.3?

One of our cluster machines will not come up due to lack of this file.  It
is not present on one of our V3.6 machines, and is not present on one of
our unclustered V4.3 machines.

NOTE:  None of these machines has G-,H-floating options.
