Use READ/PROMPT="promptstring"/TIMEOUT=n SYS$COMMAND.  This also has
the effect (advantage?) of NOT interpreting the typed-in line, such
as CAPITALIZING, ignoring anyhting after a "!", and other DCL-isms.
