He has a DEC 20 (or 10 I don't think it matters) and a VMS/VAX system. He needs a routine that will both read and write at least ASCII files from/in DUMPER tapes on the VMS SYSTEM. Alternatively, something on the 20 that understands VMS BACKUP read/write would be useful. I have an integeration tools tape but the routines there only seem to read a DUMPER tape from VMS.
