My exchange is served by New England Telephone as well, though I don't live in the same area code, and the company reps refused to allow me different grades of basic service in the same residence. I've wondered, though, what would happen if the phone is in another building, though on the same property. This only becomes an issue when we build our barn. e.g., They won't let me have measured service on my second line in the house because I can make all my local calls on the unlimited line, but am I allowed to have measured service on the barn phone, since I'd have to go into my house to make a "free" local call?
