Finally!!!!!!
I GOT A UUDECODED PROGRAM TO WORK!  I was trying to get Simon Poole's
UNITERM to work and kept getting TOS ERROR #35 as others have noted.
When I catted the three files together I did not check the end of each
unsharred file.  It turns out each file had two blank lines at the end.
I deleted these lines and voila it works - I'm using the VT100 emulator
even now.
