I see no reason why a separate DDN cpm sources list could not be set up and gatewayed with the USENET. Then people could subscribe or not as they chose. I would (personally) like to see the initial list of recipients for the new mailing list be a clone of the present info-cpm mailing list, but that could be worked out.
