He said there is no problem with people outside the US joining APDA, except for 2 things: (1) There may be a surcharge on the membership fee because of the increased mailing costs. (2) You will need to supply a letter of assurance. This is a letter to the effect that you will not export things you obtain from APDA to certain other countries.
