I think that Texas A & M University is indeed a TeX distribution point.
For what it is worth, I think that Dr. Bart Childs of Texas A & M
University could help you find a C version of TeX.  His telephone 
number is (409) 845-5470.  I tried to call him but he was away on
vacation for the week.  You might also want to try Dr. Naugle, at
(409) 845-3104.
