I believe at least two such translations exist.
One was done by David Fuchs here at Stanford (an associate
of Knuth), and is the basis for his TeX version for the IBM
PC (published by Addison-Wesley). This version is \not/
public-domain. I don't know anything about the other version,
but David might be able to help you locate it.
