Part of the problem has to do with our arpanet connection.  We are still trying
to stuff all those bits across a 9600 baud leased line to the Columbia IMP.
A lot of things time out or fail to connect within the allowed interval [as
you were seeing].  Take it from one on the losing end of this, it's quite 
frustrating trying to get anything like throughput here.  We hope to upgrade
our connection Real Soon Now...
